Haryana Shehri Vikas Pradhikaran — Functional Wings and Directorate Framework
Architecture Wing
The Architecture wing has been established at the Head-Quarters to look after the work of perspective Planning for establishment of new urban estates, research and development of architectural controls, the design of city centers, planning of commercial areas, landscape designing of parks and open spaces including nurseries and all other works of urban design. Architecture wing comprises of Chief Architect and his staff for preparation of Architectural controls and Architectural designs of all buildings constructed by HSVP. There is a Senior Landscape Architect also for designing parks, open spaces and gardens.
Enforcement Wing
The Enforcement Wing headed by an Enforcement Officer at Headquarter has been established to monitor the progress of removal of encroachments by Estate Officers on HSVP?s acquired lands. For this purpose format M-1 (copy enclosed), has been circulated to all the Zonal Administrators/Estate Officers in the field and the progress of removal of encroachments is called every month on this format at Head office. The same is examined and analyzed for pin-pointing deficiencies. Further complaints received at Head office regarding encroachments are forwarded to concerned Estate Officers for necessary action & report to Head office. Similarly, the progress of closing of commercial activities in the residential houses in the Urban Estates of HSVP in the State is also monitored at Head office level in the Enforcement Wing for which format M-2 (copy enclosed), has been circulated in the field to all Zonal Administrators/Estate Officers and monthly progress reports are called on this format. The same are examined and analyzed at Head office for pointing out deficiencies.
In addition to above, quarterly information/progress of lands acquired, physical possession taken over by Estate Officers and status of mutations of acquired land entered, sanctioned and pending is called on a prescribed format (copy enclosed), circulated to all the Zonal Administrators/Estate Officers. This information/progress is also examined and analyzed in the Enforcement Wing and accordingly deficiencies, if any, are conveyed to the concerned Estate Officers.
Engineering Wing
SET UP OF ENGINEERING WING
Engineering Wing is headed by Chief Engineer and the works at head office level are distributed between Chief Engineer & Chief Engineer-I. They are assisted at Head Quarter by Superintending Engineer & Executive Engineers. For taking care of execution of different type of works in field, the Engineering wing is further sub divided into Civil, Electrical & Horticulture circles.
Civil Circles
The entire state is divided into 8 Circles & 24 Divisions headed by Superintending Engineers and Executive Engineers respectively. The civil circles are located one each at Panchkula, Karnal, Faridabad, Rohtak, Hisar, RGECP Circle Sonipat and two at Gurgaon. An Additional Chief Engineer at Sonepat has jurisdiction over the circles at Rohtak & Sonepat.
Electrical Circle
The electrical works in the state are being looked after by four electrical Divisions located at Panchkula, Gurgaon, Rohtak & Hisar.
Horticulture Circle
The Horticulture works are being taken care of by a Superintending Engineer at Panchkula & assisted by five horticulture Divisions located at Panchkula, Gurgaon, Hisar, Rohtak & Faridabad.
Establishment Wing
The Establishment Wing of HSVP, headed by the Secretary, HSVP, serves as the backbone of the organization’s administrative framework and plays a vital role in ensuring effective human resource management and institutional functioning. The branch is responsible for handling all service-related matters of employees throughout their service lifecycle. Its key functions include recruitment of manpower, management and maintenance of employee records, conduct of training and capacity-building initiatives, and administration of various personnel matters. The branch also undertakes preparation and circulation of agenda items for meetings of the Authority and Personnel Committee, thereby supporting informed decision-making and efficient administrative governance within HSVP.
Estate Office
The single window service is being provided in all the Estate offices where the applicant can submit his/her application relating to HSVP work at the counter. An acknowledgement receipt is issued on receipt of application indicating the date when the final reply will be given and in case of rejection of the application the reason for rejection is also mentioned on the receipt.
Applications for sanction of Building Plans
1 Possession
To be generated for all the plots in the given sector of the Urban Estate for which the possession has been offered. Option shall be given in the report to enter Urban Estate, Sector ID, property category, property sub category or range of plot numbers for which report shall be generated.
2 Fresh Building Plan
Applicant submits the Building Plan Approval application form along with the relevant document like building plan. After the concerned processing official processes the application and grants the approval. The building plan approval letter is printed for the allottee.
3 Superseded Building Plan
Applicant submits the Superseded Building Plan application form along with the relevant document after the fresh building plan has been approved. After the concerned processing official processes the application and grants the approval, the superseded building plan approval letter is printed for the allottee.
4 Site Demarcation (Physical Possession)
Applicant submits the Site Demarcation application form along with the relevant document after the building plan has been approved. After the concerned processing official processes the application and grants the approval. It is compulsory for the allottee to take demarcation at site.
5 DPC Certification
The allottee constructs the foundation according to the plan approved and then applies for DPC certificate along with a certificate from a registered Architect stating that the work was done under his supervision, copy of possession certificate, copy of sanctioned building plan and copy of letter of allotment. Junior Engineer verifies the foundation, checks that it is according to the specifications given in the plan, approves it. In case of no objection, the DPC certificate is issued to the allottee on the pre-printed stationary. It is mandatory to get this certificate when building reaches DPC level; otherwise heavy penalty is charged as per policy.
6 POC / OC Certification
Applicant submits the Occupation certificate application form along with the relevant documents like copy of DPC certificate, report of Architect in form BR IV and V, duly marked with violations and certificate of Architect that?s there is no other non compoundable violation, copy of Sanctioned plan, an affidavit regarding non commercial use of the plot in case of plots other than commercial and copy of possession certificate. After the JE/SDO verifies that the construction is according to the plan, the allottee is issued the partial or full Occupation certificate on the pre-printed stationary. Provisional occupation certificate is given for a period of six months. After expiry of six months if regular occupation certificate is not taken then Provisional occupation certificate will be deemed as expired.
7 Revised Building Plan
Applicant submits the Revision Building Plan Approval application form along with the relevant document like revised building plan. After the concerned processing official processes the application and grants the approval then the building plan approval letter is printed for the allottee.
8 Revalidate Building Plan
Applicant submits the set of approved building plan for revalidation along with the requisite revalidation fees. After the concerned processing official processes the application and grants the approval then the building plan revalidation letter is printed for the allottee.
Self Certification for Construction of House
Under the Self Certification Scheme an allottee can engage an architect after clearance of dues and submit the building plans in HSVP. The plans should be prepared by the architect as per the rules/building byelaws. He shall give a 15 days notice before starting construction, if there is no intimation to the contrary from HSVP. The allottee is required to furnish certain documents including progress certificates and affidavits at the stage of excavation, DPC, roof level and completion. However, after submitting the DPC Report, he shall have to wait for a period of fifteen days prior to going ahead with further construction.
On submission of the completion plan with the required documents, the Estate officer shall issue an occupation certificate within three working days.
However, under this system if violations are found by HSVP at any subsequent date, the occupation certificate issued shall be cancelled and can be restored only after removal of violations.
Other Applications
1 No Dues Certificate
The allottee is required to submit an application duly signed, to the estate officer, concerned for no dues certificate. System checks that there are no dues against the allottee, and then No Dues Certificate will be printed from the system.
2 Conveyance Deed
The allottee is required to submit an application duly signed, to the Estate Officer, with stamp paper of the value of the property at the rates fixed by the Haryana Govt. from time to time in triplicate along with photo pasted on each set. The allottee is required to get it executed in case where the payment schedule is over and the plot is fully paid. However the allottee can get it executed if required by him for any other purpose. If the allottee did not executed the Conveyance Deed after the payment of schedule is over then he will be asked to get it executed as per HSVP policy. The system generated memo number and notice date will be saved for future reference.
3 Inquiry Regarding Installments/Dues
Applicant can inquire about the amount of Installment left and the dues left by submitting an application to the concerned Estate Officer.
4 Mortgage
If any allottee wants to mortgage his property with any bank/financial institution he can apply to the Estate officer for mortgage his property with the name of bank/loan authority with whom the property is to be mortgage.
5 Enhanced Compensation
Demand Letters are generated for each plot falling in the area of the sector for which enhanced compensation is ordered by the court.
6 Non-Encumbrance Certificate
The allottee is required to submit an application duly signed, to the estate officer, concerned for Non-Encumbrance Certificate. System checks the payments/dues details of the allottee, and then Non-Encumbrance Certificate will be printed from the system.
7 Re-Allotment Letter
After approval of transfer permission, the documents as per requirement are to be submitted by the allottee and the proposed transferee. If the document supplied by the allottee and the proposed transferee are found in order the re-allotment letter is issued.
8 Transfer Of Application
HSVP allows transfer the property from one owner to another owner. If the conveyance deed is done and all dues are cleared then HSVP charges administrative charges of Rs.5000/- for transfer of the property otherwise transfer fee is charged by HSVP at the rate fixed from time to time. Transfer is allowed in case of Residential/ Commercial/ Nursing Homes (Auction). Transfer of residential/ commercial plots wherein either full payment has already been made or laid down schedule of payment of installments is over or Construction is complete (i.e. OC issued), which ever is earlier, shall be allowed only through execution of conveyance deed/ sale deed. However, in other case, wherein full payment of the plot has not so far been made and the schedule of payment of installments is not yet over, a maximum of four transfers shall be allowed before final payment. The rate of transfer fee depends on the zone potential of the urban estate in which the plot lies.
9 Duplicate Papers
Applicants can get the duplicate paper of their property from the Estate Office in case of missing/ theft and no traceable after submitting requisite fees, affidavit and DDR.
10 De-Mortgage
The Applicant can submit an application for de-mortgage of his property after submitting original mortgage permission and NOC of the concerned bank/financial institution with whom the property already mortgaged to clear the lien, the bank etc.
11 Change the size of dwelling units
HSVP allots land to co-operative group housing societies, welfare housing organizations and government departments for construction of flats under group housing norms. Numbers of requests are received for either allowing change in size of dwelling units or number of dwelling units. This change involves a thorough scrutiny with regard to development norms/infrastructure provided by HSVP as per policy approved on this issue from time to time. A processing fee is charged from the applicant as per instructions issued on this behalf.
12 Change of number of membership
The societies /welfare organizations intending to change the Number of member can change. The changes are allowed within prescribed development norms like density, FAR, height, ground coverage and rate applicable. The representation of societies for change in number and size of dwelling unit/transfer of membership are examined by the concerned Estate Officer as per policy approved on this issue from time to time. Then they are referred to Chief Administrator, HSVP by concerned Estate Officers for approval through Zonal Administrator. However, in those cases where the number of members remains unchanged and only substitution of membership is to be done, those cases are approved at the level of concerned Estate Officer HSVP.
13 Transfer of membership
The societies/welfare housing organizations intending to transfer the membership, can transfer membership depending upon the size of dwelling unit. The changes are allowed within prescribed development norms like density, FAR, height, ground coverage and rate applicable. The representations of societies for change transfer of membership are approved by the concerned Estate Officer. This transfer of membership is allowed only till the Occupation Certification has not been issued to the society. However, where the Occupation Certificate has been issued, transfer of built up flats is done under the relevant provisions of Haryana Apartment Ownership Act 1983.
14 Removal of Misuse
HSVP issues a letter to the allottee who has misused the land. If the allottee stops the misuse then the allottee has to submit the application along with an affidavit that he will not misuse the HSVP land in future regarding the removal of the misuse and after obtaining the report of SDE Survey, the Estate officer take action accordingly.
15 Condonation of Delay
For most of the categories of plots, 10% of tentative cost of the plot is paid as earnest money at the time of submission of application. The next 15% of the tentative cost of the plot is paid within the specified time period from the date of issuance of letter of allotment. If this 15% of the amount is not deposited within the stipulated time, then in addition to panel interest, surcharge is also levied. Estate officer, zonal administrator / chief administrator have authority to condone the delay as per their powers delegated as per instruction issued. If surcharge and panel interest is not being paid by the applicant then Estate Officer can cancel the allotment and change the plot status to vacant.
Finance Wing
At the time of inception of HSVP in 1977, the Assests and Liabilities of the Urban Estate department were transferred to HSVP. Since then HSVP is carrying out its activities by circulation of funds.
1 Sources of inflow of funds:
The main source of inflow of funds in HSVP is through sale of plots. The receipt from sale of plots is collected by Estate Offices and pooled in Head office through collection and transfer accounts maintained with banks by the respective Estate Offices.
The other source of receipt is External Development Charges (EDC) from colonizers/release of land. The EDC is charged from the colonizers who obtaines the license from the Govt. of Haryana for development of land in Urban Estates developed by HSVP and use/requires the services like W/S, SEW, SWD, Roads and other town level facilities provided by HSVP. Similarly development charges are charged from those land owners whose land is released from acquisition proceedings and they intend to use the facilities of external services laid by HSVP.
Loans have also been given by NCRPB for carrying out development in the NCR Towns/Counter Magnet Area of NCR.
2 Application/Out flow of funds:
- Investment of funds in acquisition of lands enabling HSVP to generate more plots for public.
- Deployment of funds for development activities (External/internal) being carried out by Engineering Wing of HSVP.
- Administrative Expenditure.
- Repayment of loans taken from NCR.
Functions:
1 Land Acquisitions
The funds are made available to all the LAO's in Haryana viz. LAO Faridabad, Gurgaon Rohtak, Hissar and Panchkula for acquisition of lands through bank authorization system. Under this system requirement of specific amount of award for acquisition of land with Administrative approval is received from LAO concerned for which funds are placed at the disposal of LAO's through bank authorizations. Cheque book is handed over to him for issue to land owners. The cheques are honoured by the bank upto the fixed amount of award. The funds are given to the banks as and when the cheques are received by him for payment. Proper accounts are maintained in the books of accounts of HSVP (HQ) and monthly reconciliation is carried out of these accounts.
2 Price Fixation
i. Residential:
The residential plots are sold through draw of lots and the price is fixed on the basis of land acquisition cost, development cost (supplied by the Engineering Wing) after adding indirect charges such as Administrative Charges, escalation, unforeseen charges & Govt. Charges. The copy of price fixation formula is attached at Annexure 'A'. The price is fixed as per approved formula of the Authority on No Profit No Loss basis.
The price of EWS plots is kept at subsidized rates as under :-
- Gurgaon, Panchkula and Rs.500/- per Sq.yd.
- Ambala, Karnal, Panipat and Sonepat Rs.400/- per Sq.yd.
- For rest of Urban Estates Rs.300/- per Sq.yd.
The loss on accounts of subsidized rates is loaded in the price to be charged from the general public. The price of left out residential plots is fixed on the basis of demand of plots and after adding the holder costs in the Urban Estates.
The price so worked out is placed before the price fixation committee headed by Chief Administrator, HSVP with its members, Administrator (HQ), Zonal Administrator concerned, CCF HSVP, CE HSVP, CTP Haryana and CTP HSVP. The recommendations of the price fixation committee are submitted to the Chairman, HSVP for approval after which the plots are allotted for sale at the approved rates.
ii. Commercial:
The commercial plots are sold through auction and the reserve price of commercial sites put to auction for the first time is calculated by finance wing as per the approved formula of the Authority which is an indicative price. The recommendations of the Zonal Administrator concerned are also obtained and the reserve price is approved by Chief Administrator. The copy of formula is annexured at annexure 'B'.
The reserve price of commercial sites put to auction subsequently is fixed/approved by the Zonal Administrators on the basis of average auction price fetched in the previous auction on sector to sector and site to site basis.
The price of institutional sites are worked out uniformly for a particular Urban Estate and got approved from the Authority.
The price of Industrial sites are worked out for a particular sector of Urban Estate and got approved from the Authority.
The price of religious sites are kept at 15% and Charitable sites at 50% of the price of Institutional sites.
The price of all the plots except those which are sold by auction is subject to the stipulation that any enhanced compensation in the land cost awarded by the Courts under Land Acquisition Act shall be payable by the allottees within the period of 30 days of its demand by HSVP. However in order to facilitate the public, the enhanced compensation are also allowed to be paid in installments along with interest @15% p.a. as per policy available at Annexure 'C'.
3 Administrative approval of R/C/E of development works:
The R/C/E of development works in the land acquired and in possession of HSVP, prepared by Engineering Wing on the basis of HSR are processed and examined by finance wing. Availability of funds/sources of funds is also examined with reference to cost charged in the price fixation of the sector. Administrative approval is taken from the competent authority as per detail under :-

After approval by the respective authorities at sr.no. ii, iii and iv above as the case may be, administrative approval is issued for taking further action by the Engineering wing of HSVP for execution of work. Separate estimates are approved for each work /EDC works.
4 Budget:
Budget of the Authority is prepared annually to monitor and plan the receipt from the sale of plots and expenditure on the development works. The budget of receipts heads is prepared by the Estate Offices and budget of development expenditure is prepared by the Engineer wing of HSVP. The consolidated budget is examined by Finance Wing and get approval from Chief Administrator/ FCTCP/ Chairman/ Authority. The receipts and expenditure is controlled/reviewed as per approved budget of the Authority on monthly basis.
The budget is prepared in the following manner :-
- The projected targets of receipts are fixed keeping in view the receipts of installments of plots for the plot sold in the previous year, new sale of plots and new recovery of enhanced compensation in the current years. The project target of receipt of earnest money for floatation of new sectors in the current year and similarly targets of refund of earnest money for the plot floated in the previous year /current year are fixed.
- The budget of development expenditure is fixed in accordance with the estimates of continuing works, new orks and maintenance works /special repair of roads. Physical targets are also fixed for various development activities on the basis of financial targets.
- The target of Land Acquisition physical and financial is fixed and monitored through budget.
5 Release of funds for development/Admn. Exp:
The funds are released by Finance Wing to the Engineering Wing for development expenditure and to the Estate Offices for administrative exp. on monthly basis as per approved budget and as per requisition received from all the field offices of HSVP.
6 Enhanced Compensation:
The enhanced compensation awarded by the competent Courts are paid to the land owners by the office of Zonal Administrators for which requisite funds are provided by the Finance Wing of HSVP. The payment so made are to be recovered from the allottees , the rate of which is calculated by the finance wing as per price fixation formula and after getting it approved from C.A, HSVP the same is conveyed to the respective E.O?s for recovery from the allottees. Separate accounts are maintained for payment and recoveries of E.C. in field offices as well as Head office.
7 Scheme Accounts:
The residential plots are floated for sale through draw of lots. Banks are authorized for collection of applications with requisite amount of earnest money. After the closing date of scheme, the amount of earnest money collected by the banks with applications are submitted in finance wing of HSVP (HQ) which are processed and after the reconciliation with the banks are sent to respective Estate Offices for draw of lots. After the draw of lots, refund to un-successful applicants is made which is processed by finance wing. The refunds are made by authorizing banks with AT Par facility of clearing of cheques in various branches of the authorized banks. The validity of the cheques are kept for 3 months for which funds are provided to the authorized bank to honour the cheques. Separate accounts of collection and refund of earnest money is kept in the finance wing and proper reconciliation is carried out.
8 Maintenance of Accounts:
Accounts of the authority are maintained on double entry system of commercial accounting under which the following primary books are maintained in all the offices of HSVP.
- Cash book for cash transactions.
- Bank book for bank transactions.
- Journal book for contra entries.
The transaction are made through receipt/payment/contra vouchers. The accounts are maintained manually as well as through computer system (developed by TCS) also in Panchkula offices. Trial balance is generated through computer system in Panchkula offices and prepared manually in all the field offices. Annual accounts are prepared on cash basis under completed contact method. Sector-wise/Urban Estate-wise accounts are maintained.
In divisional offices, other books like contractor ledger, bill register are also maintained as per PWD system. The receipt from allottees deposited in Estate Offices are transferred to Head Office which are utilized for Land Acquisition and Development and Administrative Expenditure. Funds are provided by Head Office to field offices i.e. Estate Offices and XEN offices on monthly basis as per requirement. The funds received from field offices and transferred to field offices are reconciled on monthly/quarterly basis.
The inter-unit transaction of transfer of material are also made by the divisional offices which are monitored through Debit/Credit note system reconcialtion of which is carried out on quarterly basis and annually at the time of preparing of final accounts. Separate accounts of each office is kept in the books of Head office. Similarly separate account of head office is kept in the books of each field office for transfer of cash.
Sr. Accounts Officer in the office of Zonal Administrators check the accounts of field offices falling under their jurisdiction. Office-wise/zone-wise final accounts are prepared and submitted to the head office. Consolidation of final accounts are done at head office level.
The Financial Accounting System has been got developed by HSVP from TCS and the accounts for 2007-08 of the offices located at Panchkula are being maintained through computer system however basic books like voucher, cash book, bank book and journal book are kept manually also. This system is running successfully and will be adopted in all the offices of HSVP located in all over Haryana, which will facilitate in maintaining online accounts in the all the office of HSVP.
9 Audit:
The Internal audit branch of the finance wing is responsible for carrying out various types of Audits :-
- Concurrent Audit Conducted on quarterly basis of the current financial year. Done by private Firms of Chartered Accountants.
- Proprietary Audit After the expiry of financial year. Done by A.G.
- Special Audit On need basis
Information Technology Wing
HSVP has consistently embraced technology as a key enabler for enhancing transparency, efficiency, and citizen-centric service delivery. With this vision, the Information Technology (IT) Wing of HSVP was established in the year 2006 to drive digital transformation and facilitate seamless access to services for allottees and stakeholders.
Over the years, the IT Wing has modernized administrative processes and improved governance. A significant initiative is the Plot and Property Management System (PPMS), under which approximately 3.34 lakh properties have been digitized, enabling allottees to access property-related information through secure credentials anywhere, anytime.

- Online Delivery: Over 25 citizen-centric services.
- Platforms: Allottee Corner, Online Building Plan Approval System (OBPAS), and e-Aawas.
- Payments: Online Plot Payments and Water Bill management.
- Governance: One of the leading departments in Haryana for RTS Act-notified services.
Awards & Recognition

Today, the IT Wing continues to serve as a catalyst for digital transformation, supporting HSVP's mission of delivering transparent and efficient urban development services.
Legal Cell
The Legal Cell of HSVP plays a crucial role in safeguarding the legal and institutional interests of the organization. As HSVP undertakes acquisition, development, and disposal of land for various urban development purposes, numerous legal matters and litigations of diverse nature arise during the course of its functioning. Headed by the Legal Remembrancer and supported by dedicated legal staff at Headquarters as well as field offices, the Legal Cell provides legal advice on matters referred by the competent authority and oversees litigation management across various judicial and quasi-judicial forums. The branch monitors court proceedings, ensures timely filing of appeals and revisions, facilitates implementation of court orders, provides legal inputs for policy refinement, and ensures effective legal representation and defence of HSVP in various proceedings.
Monitoring Cell
In order to monitor the progress of the developmental works done by the field offices on regular and timely basis a Monitoring Cell has been set up at the Head Office of the Authority which is headed by the Deputy Economic & Statistical Adviser and supporting staff. The work relating to the regular systematic inflow of performance data and its appraisal for future planning of urban development is being done by this cell.
Town Planning
In order to monitor the progress of the developmental works done by the field offices on regular and timely basis a Monitoring Cell has been set up at the Head Office of the Authority which is headed by the Deputy Economic & Statistical Adviser and supporting staff. The work relating to the regular systematic inflow of performance data and its appraisal for future planning of urban development is being done by this cell.
